During his 2018 campaign against the incumbent Rackauckas for DA, Spitzer promised to reform the scandal-plagued office. Spitzer said he would put a stop to the county’s “prolific” abuse of power. But things really haven’t changed.  “District Attorney Todd Spitzer has represented that his office has made significant reforms,” said Hamme, of the ACLU of Southern California. “In reality his office seems to be operating no differently than Tony Rackauckas’s.”

Orange County Dist. Atty. Todd Spitzer has repeatedly failed to add sheriff’s deputies and investigators who lied in police reports to a list that keeps track of law enforcement officers with histories of misconduct, according to a legal motion filed by Assistant Public Defender Scott Sanders. “The Orange County D.A. has been operating a completely fraudulent system for disclosing evidence about officers who have lied,” said Sanders

Newport Beach police described the DA’s office as going behind the back of the victims and police by informing the court and the defense that they would not seek the death penalty against Jamon Buggs, a Black man who is accused of killing a White couple in Newport Beach. They also described “information from multiple sources” that DA Todd Spitzer had made “an unsolicited, derogatory and racist comment about Black men/persons.

In June, DA Todd Spitzer declined to file charges against Officers Bobby Colon and Jennifer Tran over the killing of David Sullivan, saying there was "substantial evidence that their actions were reasonable and justified under the circumstances.” The officers shot Sullivan when he charged them during a traffic stop that went awry. Colon said he thought Sullivan was reaching for a gun in his waistband, although it turned out he was unarmed. 

This is all about Todd Spitzer's feud with Tony Rackauckas. But three woman who were victims of a vicious rape scheme are being sacrificed to achieve his ego.  The judge on Thursday took the rare step of determining that local prosecutors must be disqualified after noting that District Attorney Todd Spitzer has accused his predecessor of “manufacturing” the case against Dr. Grant Robicheaux and Cerissa Riley, the Orange County Register reported.
